I am not surprised at their ranking. As someone who used to live in Singapore, I can attest to the speed with which things were done in that country. Filing a tax return online took minutes. Their public services were amazingly speedy and efficient. One could sense this from the minute one landed there. Soon as I got off the aircraft, I could go from the gate, clear immigration, customs, collect my bags, and in a cab on my way home in under 20 minutes! Perhaps there is something to be said about top dollar they pay their ministers and bureaucrats.
